Haarlem has five protected townscapes designated by the national government, among them the historic inner city together with the Hout, the protected village view of Spaarndam and Haarlem Zuid (Zuiderhout). According to the municipality, a scaffold in public space needs an exemption, among other cases, when it stands for longer than 3 months or is wider than 2 metres measured from the facade. Where an object on the public road, such as a container or scaffold, needs an exemption, it is applied for online at least 3 weeks in advance. Blocking the road for a longer time with an aerial work platform or construction lift needs no exemption, but a traffic plan must be submitted through the digital LTC platform (an account is needed) no later than 3 weeks before the work starts; if the vehicle can only stand on the pavement, an exemption under the traffic regulations (ontheffing RVV) is needed.
